It‘s a privacy friendly frontend called nitter. Their instances keep getting rate limited and shut down, so it‘s best to check on Github which instances are currently usable. You can also replace x.com with twiiit.com, and it will redirect to a random instance. Nitter allows you to read Twitter without being logged in, which is useful for reading tweet storms.
