All Core Devs - Execution (ACDE) call #192, July 18 2024

The All Core Devs - Execution call #192 on July 18, 2024 recorded decisions on Ethereum development. Devnet-1 is expected to launch by next Thursday. EOF remains in Pectra, with Geth not opposing its inclusion but not wanting to take responsibility for testing, while teams continue implementation and testing and should prioritize fuzzing once multiple complete implementations exist. EIP-7702's spec remains unchanged for now, and teams are asked to review logs for system contracts before next week's ACDC call.
