MEV burn—a simple design

The article proposes MEV burn, a simple add-on to enshrined proposer-builder separation (PBS) that smooths and redistributes MEV spikes. Under this design, bids specify a payload base fee that is burned, and attesters impose a floor set to the top builder base fee observed D seconds (e.g. 2 seconds) before proposers propose. The author's claimed benefits include security gains from smoothing and economic gains from redistribution similar to EIP-1559, such as reduced issuance and improved ETH scarcity.
