Open sourcing rbuilder

Flashbots has open sourced rbuilder, its latest and most performant block builder, written in Rust and designed to work with Reth. The company says sharing responsibility and benefits for advancing block building creates a positive-sum game for Ethereum stakeholders, and that the software is designed to be developed and stewarded by the community. The announcement encourages developers to contribute, encourages all teams to build their builders in the open, and states that the community should trust only builders that follow norms of transparency and free software.
