Proposal to create a 1-4% cashback program for Gnosis Pay benefiting GNO holders

This GIP-110 proposal asks the Gnosis DAO to create and fund a Gnosis Pay cashback program with 10,000 GNO for GNO holders. Cashback runs in five tiers from 1% to 4%, based on the GNO held in a user's Gnosis Pay Safe during the week of payment, with an extra 1% for Gnosis Pay OG NFT holders. Karpatkey would administer the program, distributing rewards weekly 5 to 12 days after each payment, with monthly spend capped at EUR 20,000, USD 22,000, or GBP 18,000. The proposal states that a trial week would begin August 19 with the program starting August 26 if approved.
