Prospectus On Próspera

Próspera is a private charter city project in Honduras, and the article examines how it is structured and whether the model could work. The Honduran Congress passed a ZEDE law in 2013 that the Supreme Court had earlier struck down, and Próspera became the first ZEDE, a 58-acre tract on the island of Roatan.
