Ratify the Results of GG18

Gitcoin's GG18 matching results have been published, and a Snapshot vote proposed to ratify them so the community multisig holders can process payouts. The results used Cluster-Match Quadratic Funding, which the proposal says reduces matching for sybil and colluding activity and favors projects backed by diverse communities. Post-round analysis had a $300k financial impact, with $150k reduced from projects that showed sybil or collusive activity and redistributed to others. The round crowdfunded $680k across 328k contributions, and the proposal says the vote would run from September 26 to October 1.
