Add EIP: Circuit Breaker

The EIP editors closed this pull request to add an EIP titled "Circuit Breaker" because EIPs and ERCs are being separated into distinct repositories. GitHub provides no tools to ease the move, so each pull request must be re-opened manually in the new ethereum/ERCs repository, for which the editors have published a guide. Contributors are asked to link this PR from any new pull request that has relevant history.
