Ethereum Shah EIP

This Ethereum Improvement Proposal, authored by Ameen Soleimani and Gregory Markou, proposes electing an Ethereum "Shah" to act as a protector of core developers and the protocol by managing the core dev roadmap and EIP inclusion. The authors argue that Ethereum suffers from a coordination breakdown between the user ecosystem and core devs, citing the EOF proposal as an example of years of work rejected after fragmented communication and insufficient compatibility testing. Under the draft, the Shah would hold veto power over EIP inclusion, maintain channels with holders, stakers, app developers and businesses, and serve for a term of more than two years that could be ended early by community action. The Shah's position would be paid from the Protocol Guild rather than the Ethereum Foundation.
