Update on GIP-143: kpk executing the full 14-day handover to GnosisDAO

GIP-143 proposes terminating karpatkey's treasury management services for GnosisDAO, effective immediately upon passage, with a 14-day transition period. The proposal states that no further payments are to be made to, or retained by, karpatkey. Under the specification, karpatkey would provide a complete handover and document all positions, strategies, and access controls within 14 days, and all assets would return to direct DAO control, withdrawn from karpatkey-affiliated products such as kpk Morpho vaults and kpk vaults. The implementation section calls for revoking all Safe signer permissions held by the karpatkey team and ceasing new treasury operations upon passage.
