I was thinking about ways to connect L2s, and it's a tricky one. Some of the chains have already formed alliances (like Superchain), but there will always be some projects that want to stay independent or just don't want to accept the OP Stack's deal. I think the only way it could work is for EF to propose a solution in the Ethereum protocol so it works on a 'federal level,' not on a 'state level,' following your USA analogy.
